William A. Van Asselt

General Counsel

William A. Van Asselt was appointed to the position of General Counsel in January 2016. From March 2014 until this appointment, he served as the Company’s Deputy General Counsel. Mr. Van Asselt joined the Company in June 2010 as Associate General Counsel. Prior to joining the Company, Mr. Van Asselt practiced law at Lathrop & Gage LLP, and previously at Hogan Lovells in Washington D.C. where his practice focused on contract negotiations, corporate mergers & acquisitions, telecommunications law and corporate governance. Prior to attending law school, Mr. Van Asselt served as the Executive Director for the Martin Luther King, Jr. National Memorial Project Foundation in Washington D.C. Mr. Van Asselt holds a B.A. degree in Political Science from the University of Missouri and a J.D. degree from Harvard Law School.

Doug Rogers

Senior Vice President of Business Development

Doug Rogers joined as the Company’s Senior Vice President of Business Development in October 2017. Mr. Rogers leads the national sales and marketing team supporting federal, state and payment processing engagements focusing on expanding our relationships with new government partners. Prior to joining NIC, he was a Vice President at Cerner, a publicly traded company (Nasdaq: CERN) headquartered in North Kansas City, Mo., and supplier of health information technology solutions, services, devices, and hardware. Mr. Rogers spent thirteen years with Cerner in a variety of roles ranging from marketing, government relations, and sales. For the three years prior to joining NIC, he led the team that sold Cerner’s Population Health Software-as-a-Service solutions across multiple markets, including federal and state government. Mr. Rogers holds a B.S. degree in Biology from the Centenary College of Louisiana.

Harry H. Herington

Chief Executive Officer and Chairman of the Board

Harry H. Herington joined NIC Inc. (Nasdaq: EGOV) in 1995, and is considered one of the early founders that helped transform the small Kansas start-up to the nationally recognized company it is today. Mr. Herington was appointed to the position of Chief Executive Officer and Chairman of the Board in 2008. NIC currently manages digital government solutions in 31 states, as well as the federal government, and securely processes more than $21 billion annually on behalf of its government partners. In 2012, he received the Ernst & Young Entrepreneur of the Year® Award for Technology in the Central Midwest Region. He was also named one of Government Technology’s 2017 Top 25 Doers, Dreamers and Drivers, and received a 2018 StateScoop 50 Industry Leadership of the Year award. His management philosophy has been featured in the New York Times, Forbes, and Entrepreneur magazine. Mr. Herington is involved with numerous charities dedicated to assisting children in need and those supporting families of law enforcement officers killed in the line of duty. Before joining NIC, Mr. Herington began his career in law enforcement in Texas and Kansas, and served as the Associate General Counsel for the Kansas League of Municipalities. Mr. Herington holds a B.S. degree from Wichita State University and a J.D. degree from the University of Kansas School of Law.

Stephen M. Kovzan

Chief Financial Officer

Stephen M. Kovzan has served as the Company’s Chief Financial Officer since August 2007. Mr. Kovzan joined the Company in October 1999 and served as the Company’s Controller until September 2000, at which time he became the Company’s Vice President of Financial Operations and Chief Accounting Officer, serving as such until August 2007. After being appointed Chief Financial Officer in August 2007, he also continued to perform the functions of Chief Accounting Officer until January 2011. Mr. Kovzan currently serves as a manager and officer of various subsidiaries of NICUSA, Inc. Prior to joining the Company, Mr. Kovzan served as a business assurance manager with PricewaterhouseCoopers LLP. Mr. Kovzan is a Certified Public Accountant and holds a B.S. in business administration from the University of Tulsa and an M.S. in business from the University of Kansas.

Robert W. Knapp, Jr.

Chief Operating Officer

Robert W. Knapp, Jr. was appointed to the position of Chief Operating Officer in January 2012. From February 2009 until this appointment, he served as the Company’s Executive Vice President. Mr. Knapp joined the Company in November 1999 and has served in various management capacities, including Director of Marketing for the Company’s Indiana portal subsidiary, President and General Manager of the Company’s Kansas portal subsidiary, Regional Manager, and most recently Vice President of Portal Operations. Mr. Knapp currently serves as a manager and officer of various subsidiaries of NICUSA, Inc. Prior to joining the Company, Mr. Knapp was a director of information systems with Alltel. Mr. Knapp holds a B.S. in business administration and an M.B.A. from the University of Tulsa.

Jayne Friedland Holland

Chief Security Officer and Associate General Counsel

Jayne Friedland Holland was appointed to the position of Chief Security Officer in May 2015. From December 2006 until this appointment, she served as the Company’s Chief Security Officer and Associate General Counsel. Ms. Holland joined the Company in June 2005 as Associate General Counsel of the Company. In her role as Chief Security Officer, she oversees the Company’s security management program. Prior to joining the Company, Ms. Holland served as Vice President and General Counsel for ESI and began her career as a trial attorney in New Orleans. Ms. Holland holds a B.A. degree in Political Science from Newcomb College of Tulane University and a J.D. degree from Tulane University School of Law.

Venmal (Raji) Arasu

Ms. Arasu, 46, is the Senior Vice President CTO-DEV, of Intuit Inc. (NASDAQ: INTU), a software company that develops financial organization and income tax preparation software for small businesses, accountants and individuals. Prior to joining Intuit, Ms. Arasu served as the Chief Technology Officer for StubHub, Inc., the online and mobile ticketing marketplace subsidiary of eBay Inc. (NASDAQ: EBAY). She became an NIC Director in 2015.

Governor Wilson, 82, is a Principal at Bingham Consulting Group, a business consulting firm. He previously served as Governor and U.S. Senator for the state of California and Mayor of San Diego. He is also a Director of The Irvine Corporation and U.S. Telepacific Corporation. He became an NIC Director in 1999.

Ross C. Hartley

Mr. Hartley, 68, is a co-founder of NIC and former President of The Hartley Insurance Group. He is also a Director of the Empire District Electric Company (NYSE: EDE). He became a Director of the original companies that ultimately formed NIC Inc. beginning in 1991, and later an NIC Director upon the Company’s formation in 1998.

Governor Henry, 52, is of counsel to the law firm of Lester, Loving and Davies in Edmond, Okla., and is a founding member of Henry-Adams Companies, LLC. He was appointed by President Obama to the federal Council of Governors. He previously served as the Governor of Oklahoma, and was only the third governor in the state to serve two consecutive terms. He became an NIC Director in 2011.

Mr. Kemper, 50, is Chairman of The Collectors Fund, a private equity fund, and Chairman and Chief Executive Officer of Pollenware, a trade settlement company. He is a Director of UMB Financial Corp. (NASDAQ: UMBF), UMB Bank, AXA Art USA (NYSE: AXA), Sipvine, BATS Exchange, and several privately held companies. He became an NIC Director in 2007.

Ms. Evans, 56, is an independent consultant and the National Director of U.S. Cyber Challenge, a nationwide talent search and skills development program focused on the cyber workforce. Our CEO leads by example and in his spare time supports the families of fallen officers through an initiative he created in 2009, Ride4Cops.
