South Carolina Takes eGovernment Expertise to the Local Streets

SC.gov has been successful in providing online applications that deliver efficiencies to citizens who interact with state government. But why stop at the state level? South Carolina has 46 counties and more than 375 cities and towns – and many of these local government entities were expressing a need for the same great service, only at a local level.
NIC has created both content management and secure payment processing solutions for more than 60 local governments in South Carolina by leveraging the state Web portal infrastructure in a cost-effective manner to deliver services that benefit cities and counties across the state.
NIC’s content management system is a Web-based set of tools that does not require technical expertise and enables local government employees to create and edit professional-looking Web sites. In addition, NIC provides design assistance, training, hosting, and support for our content management solution.
Secure Payment Processing
NIC provides a quick, easy, and secure method for accepting online and over-the-counter debit and credit card payments. These payments are processed through Web-based and IVR applications.
- NIC has partnered with the South Carolina Judicial Department to process credit cards for its Case Management System, which allows constituents to pay court fines and fees in county courts across the state.
- The Greenwood Commissioners of Public Works uses NIC’s secure payment processing for online and over-the-counter utility payments.
- Lexington and Greenville Counties use NIC’s secure payment solution to process property tax payments.
NIC’s content management and payment processing solutions currently support 99 projects in 69 cities and counties across South Carolina. NIC processed more than 285,000 secure payments worth $42 million on behalf of South Carolina local governments in 2009.
