All 46 South Carolina Counties

Consolidation and shared government services are more valuable than ever given the current economy. Local governments are faced with budget and resource constraints like never before. These constraints make it very difficult for government to meet the increased demand for citizen-friendly services and state-of-the-art technology. NIC provides all forty-six South Carolina counties with electronic payment processing and transaction management through a cooperative partnership with the State of South Carolina. Counties are able to set up online and over-the-counter payment processing with no set-up fees, no maintenance fees, and no minimum transaction volumes. South Carolina counties can download reports for payment reconciliation and have the capability to interface with backend accounting systems.

South Carolina county electronic payment services are offered through several payment channels; Web, Over-The-Counter (OTC), and Interactive Voice Response (IVR). Current county electronic payment processing services are:

Courts: 347 courts in all 46 South Carolina counties. These include bond, civil, criminal, domestic violence, general sessions, magistrate, and traffic courts. In 2011 over 150,000 court payments were processed using NIC’s payment solutions.


Property Taxes: In 2011, NIC processed electronic tax payments for nine South Carolina counties totaling over 170,000 transactions.

Utility Billing: 123,000 electronic utility payments were processed by NIC in 2011. NIC payment solutions integrate with county utility billing systems.

Other payment processing services for South Carolina counties include animal shelter, building permits, child support, landfill fees, marriage licenses, retiree insurance, and register of deeds.
In 2011 over 13,000 payments were processed for these services.

At the heart of NIC payment processing solutions is the Transaction Payment Engine (TPE). TPE is Software-as-a-Service, fully hosted at NIC’s PCI Level 1 compliant data centers. South Carolina counties’ transactions are stored in the cloud, mitigating compliance burdens and data storage space.
