Leveraging map technology to easily locate available programs

“In partnership with the Family and Social Services Administration, the IN.gov program is developing a suite of online tools to help people find services they need close to the areas where they reside. To help support this effort and ease of use for the community, the system uses geolocation services to assist users in finding offices, providers, and resources closest to them.”

The Background

The Indiana Family and Social Services Administration (FSSA) comprises six major focus areas: Aging, Disability and Rehabilitative Services, Early Childhood and Out-of-School Learning, Family Resources, Medicaid, and Mental Health and Addiction. Each of these areas has many different programs that are potentially available to people in need, but it can be very cumbersome to identify all programs a person could be eligible for.

The Solution

With mapping being such a critical component of the system, the FSSA focused testing on the 200-plus service locations. This quickly highlighted the fact that there was a problem with where the location pin was appearing on the map. With the discrepancies identified, FSSA and NIC decided to build an algorithm to run address searches against Mapbox, Google, and Esri. As the search was performed, it would programmatically review the geocodes passed by all three providers and would assign a confidence score if the results were within 200 feet of each other. This sped up the procedure in verifying thousands of map location pins to a level of acceptance by the parties.

The Results

The consumer search service has been widely accepted as an efficient tool to help connect citizens in need to service providers across numerous different service domains. Over the past 12 months, there have been more than 523,000 map views, based on searches, and the system has provided more than 6,000 directions. Based on the success of the system, Child Care Finder was added to the platform to incorporate all facilities throughout the state of Indiana.
