Library of Congress Marks First Anniversary of eCRB Launch

The Copyright Royalty Board processed thousands of documents electronically through its new modernized system

WASHINGTON--(BUSINESS WIRE)--The Library of Congress Copyright Royalty Board (CRB) recognizes the first anniversary of the launch of eCRB, an electronic filing and case management system developed in partnership with digital government services provider NIC Inc. (Nasdaq: EGOV).

eCRB, developed in collaboration with NIC Federal, LLC, supports the Library of Congress' (LOC) strategic goal to modernize its IT infrastructure by automating the traditional paper-based filing process for CRB proceedings. eCRB is accessible online at

Prior to eCRB, participants were required to submit the full range of litigation documents in paper, along with an electronic version on disposable media. Since eCRB's launch, nearly 3,000 documents were filed through the system, saving approximately 169,000 pieces of paper – equal to approximately 20 trees.

"eCRB has reduced the time and resources that petitioners devote to filing documentation, and simplified the process for our staff to review documentation and quickly communicate with case participants," said Suzanne Barnett, Chief Judge, Copyright Royalty Board.

The June 15, 2017 launch allowed users to file online for one of CRB's most active periods of the year, the annual filing period for cable and satellite distribution claims occurring annually each July. More than 1,000 claim documents were filed in eCRB to date.

In addition to claim forms, registered eCRB users can now upload any litigation documents into eCRB for automated organization into CRB dockets. Filed documents and case information are easily tracked through account dashboards, system notifications, and status updates automatically provided by email. In addition, any member of the public can search for and retrieve the full range of public documents filed in CRB proceedings.
