The Library of Congress, with NIC Federal, Launches Copyright Royalty Board Electronic Filing and Case Management System

Copyright Royalty Board proceedings are now managed through eCRB, a digital platform that advances the Library of Congress' technology modernization efforts

WASHINGTON--(BUSINESS WIRE)--The Library of Congress Copyright Royalty Board announces the launch of eCRB, an electronic filing and case management system developed under contract with digital government services provider NIC Inc. eCRB is accessible online now at

The new eCRB will automate the traditional paper-based filing process for the Copyright Royalty Board proceedings. Prior to eCRB, participants were required to submit the full range of litigation documents in paper, along with an electronic version on disposable media. The timing of the launch coincides with a new regulation, published in the Federal Register on June 13, 2017. The regulation paves the way for most filings to occur within eCRB.

"eCRB offers participants a simple way to file and lessens the time and resources required to review and process Copyright Royalty Board documentation," said Suzanne Barnett, Chief Judge, Copyright Royalty Board. "The launch of eCRB will speed up the claims process for cable and satellite royalty funds." The claims period for filing claims to 2016 cable and satellite royalties begins on July 1, 2017.

Registered eCRB users can now upload documents into eCRB for automated organization into Copyright Royalty Board dockets. Filed documents and case information are easily tracked through account dashboards, system notifications, and status updates provided by email. In addition, any member of the public can search for and retrieve the full range of public documents filed in Copyright Royalty Board proceedings.
